As California grapples with new regulations under the Sustainable Groundwater Management Act (SGMA), local water managers are considering groundwater markets as a strategy for achieving sustainability targets. While groundwater trading may be a relatively new concept to California, tradable allocations have been deployed extensively in the past for other renewable resources like fisheries.
